1 This is an application for relief in the nature of certiorari quashing the 17 April 2007 determination of a medical panel constituted by the two psychiatrists named as the first defendants. The plaintiff also seeks a declaration that the medical panel's Certificate of Determination also dated 17 April 2007 ("the certificate") is void and of no effect.
