1. The use and layout of the development as shown on the endorsed plans must not be altered or modified without the written consent of the responsible authority.

1. Before the use and/or development starts, a Farm Management Plan to the satisfaction of the responsible authority must submitted to and approved by the responsible authority. When approved, the Farm Management Plan will be endorsed and will then form part of the permit. The Farm Management Plan must be generally in accordance with the Farm Management Plan submitted with the application and prepared by Meridian Agriculture dated 04 May 2016. Once endorsed, the Farm Management Plan must not be modified or altered without the written consent of the responsible authority.

Section 173 Agreement

1. Before the use or development commences, the owner must enter into an agreement with the responsible authority pursuant to Section 173 of the Planning and Environment Act 1987 and the agreement must be registered on the title to the land under Section 181 of the Planning and Environment Act 1987, which provides as follows:

1. Unless otherwise agreed to in writing, the White Suffolk Stud agricultural activity as described in the Farm Management Plan must be undertaken on the land in accordance with the Farm Management Plan endorsed pursuant to Condition 3 of this permit to the satisfaction of the responsible authority; 2. Unless otherwise agreed to in writing, the use of the land for a dwelling must at all times be in association with the use of the land for a White Suffolk Stud agricultural activity as described in the Farm Management Plan endorsed pursuant to Condition 3 of this permit to the satisfaction of the responsible authority;

1. The site must not be further subdivided and only one dwelling is permitted on the site.

1. The owner must make application to the Registrar of Titles to have the agreement registered on the title to the land under Section 181 of the Planning and Environment Act 1987; 2. The owner must pay the reasonable costs of the preparation, review, execution and registration of the agreement; and 3. The owner must provide the responsible authority with evidence of registration of the agreement to the satisfaction of the responsible authority.

1. All external materials to be used in the construction of the dwelling hereby permitted must be of muted toning and be non-reflective and must not result in any adverse visual impact on the amenity of the surrounding area to the satisfaction of the responsible authority.

1. Access to the land must be provided in accordance with the Council Infrastructure Design Manual (Standard Drawing No. 255) to the satisfaction of the responsible authority.

1. The dwelling must be connected to reticulated sewerage if available. If reticulated sewerage is not available, all wastewater from each dwelling must be treated and retained within the lot in accordance with the State Environment Protection Policy (Waters of Victoria) under the Environment Protection Act 1970.
2. The dwelling must be connected to a reticulated potable water supply or have an alternative potable water supply, with appropriate storage capacity, to the satisfaction of the responsible authority.
3. The dwelling must be connected to a reticulated electricity supply or have an alternative energy supply to the satisfaction of the responsible authority.

1. This permit will expire if one of the following circumstances applies:
   1. The development is not started within two (2) years of the date of this permit;
   2. The use is not started and the development is not completed within four (4) years of the date of this permit.
2. The responsible authority may extend the periods referred to if a request is made in writing before the permit expires or within six months afterwards (for a request to extend the time to commence the development) or twelve months after the permit expires (for a request to extend the time to complete the development).
