This is an appeal on a question of law from a decision of the Administrative Appeals Tribunal ('the Tribunal'). The decision, given by Deputy President Layton, followed her review of a decision made by an authorised person who failed to approve the grant to the applicant of a Post Graduate Award, pursuant to 5.14 of the Student Assistance Act 1973 ('the Act'). Section 14 of the Act stated at the relevant time, so far as is relevant for
