Council maintains that the proposal is seeking to impose too much on this site. Whilst Council supports a level of intensification on the land, it is submitted that the proposal is not a reasonable and acceptable proposition both in terms of neighbourhood character, off-site amenity impacts, and providing a suitable landscaped setting.
What are the key directions set by State and local planning policy?
Direct medium density housing and higher density housing to sites in the following locations as shown on the Strategic Framework Plan which forms part of Clause 21.03; being:
Is the design an acceptable response to site context?
How well has the building responded to the built form character of the neighbourhood?
Protect and reinforce Stonnington's distinctive built form character, in particular:
Ensure higher elements above street walls of 2-3 storeys are set back behind the facade to minimise impacts on the streetscape and to maintain the human scale of development at street level, unless it can be demonstrated that a higher podium meets the preferred character of the area.
Are there amenity benefits to Orrong Road residents from the retention of the brick wall along the western boundary?
Does landscaping repair and reinforce as required by local policy?
Are there any unreasonable internal or external amenity effects?
Can the rear laneway cope with additional traffic and should provision of visitor parking be waived in its entirety
