- COMMISSIONER: This is an appeal pursuant to the provisions of s 8.7(1) of the Environmental Planning and Assessment Act 1979 (EPA Act) against the refusal of Development Application No. 0685/16 for the staged alterations, additions and expansion of an existing caravan park to accommodate an additional 208 long term residential sites (the proposal) at a caravan park known as the Avina Van Village at Vineyard and adjoining land at Oakville, by Hawkesbury City Council (the Council).
