VICTORIAN AMATEUR FOOTBALL ASSOCIATION (Respondent)
The applicant in this proceeding, Matthew Hall ("Hall") was diagnosed in January 1996 as being HIV Positive. In February 1997 he commenced consultations with Dr Darren Russell, a general practitioner who specialises in treating HIV Positive patients. Dr Russell placed Hall on anti-retroviral medication in March 1997. Since that time regular blood tests have revealed that Hall's immune system is functioning well. His "viral load", a measure of the amount of replicating virus in the blood stream, has been less than 500 copies per ml. of serum since he commenced such medication. Hall is fit and were it not for the fact that blood tests reveal he is HIV Positive he would otherwise be said to be in extremely good health.
