It is not open to the Tribunal to expand the scope of the review to all documents that were the subject of the Access Application or to all documents that were the subject of consultation with GVS, including those over which GVS did not raise an objection.

Balancing the competing public interest considerations
(1) identify the public interest considerations in favour of disclosure
(2) consider whether the information in issue, if released, would give rise to a public interest consideration against disclosure; and if so satisfied
(3) consider where the balance lies between the public interest considerations in favour of disclosure and the public interest factors against disclosure, having attributed weight to each consideration, and taking into account the personal factors under s 55.
Clause 1(d) prejudicing the supply of confidential information
(a) the information was obtained in confidence
(b) disclosure of the information could reasonably be expected to prejudice the supply of such information to the agency in the future; and
(c) the information facilitates the effective exercise of the agency's functions: Collins v Department of Finance, Services and Innovation [2018] NSWCATAD 60 at [61].

(1) the information would not reveal personal information as with the name redacted, the information is not about that individual, nor is the identity of the individual apparent or reasonably ascertainable or
