[1] The southern end of the review site forms part of Precinct 75 and the northern end forms part of Precinct 69 of the Moreland Neighbourhood Character Guidelines 2006, which is a reference document to clause 22.10 of the Planning Scheme.
[2] For more information on this, refer to the Department of Planning and Community Development's General Practice Note on "Understanding Neighbourhood Character".
[3] Mr Pitt advised the west and south boundary walls are to be increased by 600-700mm. The east boundary wall is also being changed, but it is unclear to us what increase(s) in wall height there may be.
[4] Mr Pitt advised the height difference would be a maximum of about 3 metres
[5] Ms Fitch opposed the flat roof of the front façade
[6] He cited Akehurst v Stonnington CC [2007] VCAT 985 and Potts v Glen Eira CC [2003] VCAT 1129 in support of this submission.
[7] This view was also expressed by Member Martin in the matter of Secen v Stonnington CC [2007] VCAT 2217
[8] There are two 'pocket parks' - one in De Carle Street to the northwest of the review site and the other is on the southwest corner of Lygon and Blyth Streets to the southeast of the review site.
