The application for review by objectors is disallowed. The order of the Tribunal is that the decision of the Responsible Authority is varied. A permit is granted for the use of land on the north-west corner of Bridge Road and Lennox Street, Richmond for a public toilet (existing toilet to remain permanently) in accordance with the endorsed plans provided for and subject to the conditions set out in the Notice of Decision to Grant a Permit issued by the Responsible Authority on the 25 September 1998, amended as follows:-
* The inclusion of the following additional conditions:-
"The crack on the eastern façade of the structure shall be made good and the building shall be subsequently maintained to the satisfaction of the Responsible Authority."
The alarm installed in the facility shall be maintained and operated so as not to cause a public nuisance."
"The door mechanism of the facility shall be maintained so that it only operates when activated by a user of the facility."
