To encourage the development of offices and associated commercial uses.
(i) does not appropriately respond to the decision guidelines in DPO6, and
(ii) is not sufficiently supported by the planning scheme's policy frameworks.
Given its relative isolation from smaller scale architectural elements and its location adjacent to major road infrastructure and parkland, the PDP accepts that the site has the capacity to absorb height and a building of some significant scale. The tower form, as a high quality finished building, is not inappropriate nor will it compromise the City Link Gateway
Is the proposed use and intensity of development proposed in the development plan supported by planning policy?
The age and condition of the city's industrial stock makes reinvestment an attractive option - one that council needs to facilitate. Redevelopment will attract new organisations to Moonee Valley, creating new jobs and capturing additional expenditure for local shopping centres and established businesses in the city.
Is the height and design of the building appropriate having regard to the context of the site?
We had always considered that a large building could occur on your site and feel that what you propose is entirely consistent with our expectations. As such we have no concerns about your proposals.
