- The application for security of costs is refused in the circumstances because on the material presented to the court I consider it would not be just to make an order.

- The appeal is allowed in respect of the ground of appeal in paragraph 2(a) of the order made on 6 May 1999. Paragraph 2(a) will be struck out. The appeal against the refusal by the Master to order security for costs is dismissed.

- No order for costs of the appeal is made. Costs will lie where they fall.
