### sec.77 Decision on application for the issue of a licence
The Regulator must decide an application within 6 months of receiving it.
If the Regulator refuses an application for the issue of a licence, the Regulator must give the applicant a written notice stating—
it has refused the application; and
the reasons for the refusal; and
the applicant may make a written submission to the Regulator in further support of the application.
The applicant may make a submission within 20 business days after the notice of refusal is given.
The Regulator must consider the submission within 60 business days of receiving it and decide whether to confirm or change the decision to refuse the application.
The Regulator must advise the applicant of its decision under subsection (4) within 5 business days after the decision is made.
If the Regulator does not change its decision, it must advise the applicant that the applicant may appeal against the refusal under chapter 13 .
