### sec.23 Procedure and evidence upon applications
Proceedings in respect of an application by the Minister under this Act may be instituted and maintained in the official title of the Minister and shall not be prejudiced by any change in the identity of the Minister.
Where, upon an application made under this Act, it is relevant to prove a commutation value, an amount of contributions, the value of superannuation or retirement benefits paid or payable in respect of any person, or any other amount of whatever nature, a certificate purporting to be that of the chief executive of the department certifying the value or amount shall be accepted in the proceedings relating to the application as evidence, and, in the absence of evidence to the contrary, conclusive evidence, of the matters contained therein.
