### sec.190 Substantial compliance The deciding authority may give effect to an application that does not comply with section 188 and allow it to proceed if reasonably satisfied— the application complies with the requirements stated for it in its authorising provision; and the application substantially complies with the requirements mentioned in section 188 (1) (b) to (d) ; and the application is accompanied by all fees prescribed by regulation for it. - (a) the application complies with the requirements stated for it in its authorising provision; and - (b) the application substantially complies with the requirements mentioned in section 188 (1) (b) to (d) ; and - (c) the application is accompanied by all fees prescribed by regulation for it.
