### sec.28 Application to be made party to proceeding
If—
a person is interested in—
a decision; or
conduct (including conduct that has been, is being, or is proposed to be, engaged in for the purpose of making a decision); or
a failure to make a decision or perform a duty according to law; and
an application has been made to the court under this Act in relation to the decision, conduct or failure;
the person may apply to the court to be made a party to the application.
The court may grant or refuse the application.
(sec.28-ssec.1) If— a person is interested in— a decision; or conduct (including conduct that has been, is being, or is proposed to be, engaged in for the purpose of making a decision); or a failure to make a decision or perform a duty according to law; and an application has been made to the court under this Act in relation to the decision, conduct or failure; the person may apply to the court to be made a party to the application.
(sec.28-ssec.2) The court may grant or refuse the application.
- (a) a person is interested in— (i) a decision; or (ii) conduct (including conduct that has been, is being, or is proposed to be, engaged in for the purpose of making a decision); or (iii) a failure to make a decision or perform a duty according to law; and
- (i) a decision; or
- (ii) conduct (including conduct that has been, is being, or is proposed to be, engaged in for the purpose of making a decision); or
- (iii) a failure to make a decision or perform a duty according to law; and
- (b) an application has been made to the court under this Act in relation to the decision, conduct or failure;
- (i) a decision; or
- (ii) conduct (including conduct that has been, is being, or is proposed to be, engaged in for the purpose of making a decision); or
- (iii) a failure to make a decision or perform a duty according to law; and
