### sec.146A Application must be referred to committee
The approving officer must refer the application to the committee without deciding the application.
However, if the approving officer considers the application does not have enough merit to justify referring it to the committee, the approving officer may refuse to refer the application to the committee.
This section is subject to sections 146B and 146C .

(sec.146A-ssec.1) The approving officer must refer the application to the committee without deciding the application.
(sec.146A-ssec.2) However, if the approving officer considers the application does not have enough merit to justify referring it to the committee, the approving officer may refuse to refer the application to the committee.
