66 The Development Plan is an impressive document, particularly for its time. Whilst principally directed to facilitating the establishment of the Cooper Street Employment Area for employment generating uses and expressing the Council's commitment to the establishment of a high quality industrial and business area, the Development Plan contains analysis of flora, fauna and habitat significance, heritage and cultural significance, waterways, drainage and catchments, and transport networks. It articulates a 'development vision' and 'design philosophy', specifically provides for conservation areas and open space, and discusses service provision. Many of these things come together in Figure 29, 'Development Plan & Design and Development Overlay'. Figure 29 is colour-coded map that shows land uses (business/employment, industrial/employment, servicing authority infrastructure), unencumbered open space, encumbered land (wetlands, detention basins, drainage channels, creek corridors), areas of environmental importance (including those with the highest priority for retention), pedestrian and bicycle links, collector roads and access streets.
