### sec.570 Powers of court on appeal
In deciding an appeal, the court—
has the same powers as the decision-maker; and
is not bound by the rules of evidence.
An appeal is by way of rehearing.
The court may—
confirm the decision; or
set aside the decision and substitute another decision the court considers appropriate; or
set aside the decision and return the matter to the Regulator with the directions the court considers appropriate.
Despite subsections (1) to (3) , the court can not decide to issue or renew a licence to be a self-insurer under section 71 (2) or 72 (2) .

(sec.570-ssec.1) In deciding an appeal, the court— has the same powers as the decision-maker; and is not bound by the rules of evidence.
