### sec.2 Commencement
This Act, other than the following provisions, commences on a day to be fixed by proclamation—
sections 127 , 128 , 131 and 138 ;
schedule 3 , definitions appropriately qualified , government assessor , scheme manager , the scheme and victims assistance unit .
