### sec.11 Development of roads implementation programs The chief executive must, each year, develop for the Minister’s approval roads implementation programs for the year and for 1 or more later years. Roads implementation programs must include— a program of projects, and policies and financial provisions, for implementing the transport infrastructure strategies in relation to road transport infrastructure, including roads that are not State-controlled roads; and performance targets for road transport infrastructure. Roads implementation programs may include proposals to spend amounts on transport infrastructure other than road transport infrastructure if the spending would contribute to intermodal effectiveness and efficiency. In developing roads implementation programs, the chief executive must take reasonable steps to consult with local governments that, in the opinion of the chief executive, would be affected by the programs. Roads implementation programs are to be made publicly available in the way decided by the Minister. The Minister may at any time direct the chief executive to amend roads implementation programs. The Minister may approve roads implementation programs that are submitted for approval or require the chief executive to amend the programs in the way the Minister directs.
