### sec.51 Proceedings started before commencement
This section applies to the matter of an order under previous section 21 or 22(1) if, before the commencement, a proceeding for the matter had been started but not decided or otherwise ended.
The full bench of the industrial commission must hear and decide, or continue to hear and decide, the matter under this Act as in force immediately before the commencement.
However, if immediately before the commencement the hearing of the matter had not started—
the vice-president may reallocate the matter to an industrial commission constituted by a commissioner sitting alone; and
the industrial commission must hear and decide the matter under this Act as in force immediately before the commencement.
