### sec.23A Reference to full bench
This section applies to the matter of a trading area order.
The president may refer the matter to the full bench of the industrial commission.
The referral may be made—
at any stage of the proceedings for the matter, including before the hearing of the matter starts; and
on the terms the president considers appropriate.
The full bench may hear and decide the matter referred to it and make the decision it considers appropriate.
This section does not limit the Industrial Relations Act 2016 , section 486 .
