### sec.99BRCZ Refund if water approval ceases This section applies if— a water approval subject to an additional payment condition no longer has effect; and a payment has been made under the condition; and construction of the infrastructure the subject of the condition has not substantially started before the water approval no longer has effect. The distributor-retailer must refund the payer any part of the payment the distributor-retailer has not spent, or contracted to spend, on designing and constructing the infrastructure.
