### sec.14 Limitation on expenditure by State The State must not spend money on the presentation of arguments about Bills or questions that are to be submitted to electors at a referendum other than— to prepare and publish a newspaper notice under section 12 (2) ; and to prepare, print and distribute pamphlets under section 12 (1) , or prepare, print and distribute the pamphlets in languages other than English; and to enable the commission to provide other publications or information about the Bill or question; and to provide for the salaries and allowances of members and their staff and of officers of the public service. - (a) to prepare and publish a newspaper notice under section 12 (2) ; and - (b) to prepare, print and distribute pamphlets under section 12 (1) , or prepare, print and distribute the pamphlets in languages other than English; and - (c) to enable the commission to provide other publications or information about the Bill or question; and - (d) to provide for the salaries and allowances of members and their staff and of officers of the public service.
