### sec.44 Annual budgets The council must develop and adopt a budget for each financial year and give it to the Minister at least 2 months before the start of the financial year. The Minister may approve, or refuse to approve, the budget. During each financial year, the council may develop, adopt and give the Minister amendments of the approved budget for the year. A budget or budget amendment has no effect until the Minister approves it. The council must comply with its approved budget, as amended by any approved budget amendment, for the financial year.
