### sec.65 Preparation of proposed development scheme
Before preparing a proposed development scheme, the authority must—
consult, in the way it considers appropriate, with the relevant local government; and
make reasonable endeavours to consult, in the way it considers appropriate, with any of the following the authority considers will be likely to be affected by a development scheme for the declared project or reconstruction area—
a government entity or GOC;
a person or other entity.
