### sec.16 Appointment of members
The board is to consist of not fewer than 3, and not more than 7, members appointed by the responsible Ministers.
In deciding whether to appoint a person as a member, the responsible Ministers must have regard to the person’s ability to contribute to the implementation of the Authority’s strategic and operational plans.
A person may not be appointed as a member if the person—
is an insolvent under administration; or
has a conviction, other than a spent conviction, for an indictable offence.
Subject to section 19 , a member holds office for the term, not more than 3 years, decided by the responsible Ministers.
If otherwise qualified, a member is eligible for reappointment.
