### sec.19 Offences generally
Any person who contravenes or fails to comply with any provision of this Act commits an offence against this Act, and, except where a specific penalty is otherwise provided for that offence, is liable to a penalty of 200 penalty units.
Without derogation from any other provision of this Act any person who, after being convicted of an offence against this Act, continues in the contravention or failure to comply for which the person has been so convicted commits an offence which shall be deemed to be a continuing offence and, except where a specific penalty is prescribed, shall be liable to a penalty of 50 penalty units for each day during which such offence continues.
All offences against this Act may be prosecuted in a summary way under the Justices Act 1886 .
Proceedings for an offence against this Act shall be instituted by a person authorised in writing by the Minister to institute the proceedings in a particular case.
