### sec.193 Deciding questions
If the authority is constituted for an arbitration by 2 or more members, any question before the authority is to be decided—
if paragraph (b) does not apply—according to the opinion of the majority of those members; or
if the members are evenly divided on the question—according to the opinion of the member presiding.
