### sec.140 Offences and penalties
Save as is expressly provided by or under this Act, every person who contravenes or fails to comply with any provision of this Act, commits an offence against this Act and, if no penalty is expressly provided for that offence, shall be liable on conviction to a maximum penalty of 10 penalty units.
All offences against this Act may be prosecuted, except where otherwise indicated, in a summary way under the Justices Act 1886 , upon the complaint of an officer appointed by the Minister either generally or in a particular case.
