### sec.9.4 Procedures
An application for review under this part must be made as prescribed by the regulations or, where the regulations do not make any or sufficient provision, in accordance with directions of a commissioner for police service reviews.
A review under this part is to be conducted as prescribed by the regulations or, where the regulations do not make any or sufficient provision, as determined by a commissioner for police service reviews, having regard to the following principles—
a review is an administrative proceeding of a non-adversarial nature;
proceedings on a review should be informal and simple;
legal representation is not permitted to any person concerned in a review.
