### sec.138 Application of this subdivision This subdivision applies if— a particular development condition under section 145 requires non-trunk infrastructure to be provided; and the construction of the non-trunk infrastructure has not started. - (a) a particular development condition under section 145 requires non-trunk infrastructure to be provided; and - (b) the construction of the non-trunk infrastructure has not started.
