### sec.12 Meaning of motor vehicle A motor vehicle means— a vehicle that moves on wheels and is propelled by a motor that forms part of the vehicle, whether or not the vehicle is capable of being operated or used in a normal way; or a caravan. However, a motor vehicle does not include any of the following— a hovercraft; a low powered toy scooter; a motorised golf buggy; a motorised mobility device; a personal mobility device; a trailer, other than a caravan; a tractor or farm machinery; a vehicle designed for use exclusively in the mining industry; a vehicle designed for use exclusively on a railway or tramway.
