### sec.31 Notice by the Minister
This section applies if, after considering the accepted representations for the show cause notice, the Minister still believes—
a ground exists to suspend or cancel the primary licence; and
the act, omission or other thing constituting the ground is of a serious and fundamental nature; and
either—
the integrity of the conduct of lotteries stated in the licence may be jeopardised in a material way; or
the public interest may be affected in an adverse and material way.
This section also applies if, after considering the accepted representations for the show cause notice, the Minister still believes the ground exists to amend a primary licence by omitting a lottery stated in it.
This section also applies if the primary licensee fails to comply with a direction to rectify a matter within the period stated in the relevant notice.
The Minister must forward to the Governor in Council—
written notice of the Minister’s belief or of the primary licensee’s failure to comply with the direction; and
copies of the accepted representations for the show cause notice.

(sec.31-ssec.3) This section also applies if the primary licensee fails to comply with a direction to rectify a matter within the period stated in the relevant notice.
(sec.31-ssec.4) The Minister must forward to the Governor in Council— written notice of the Minister’s belief or of the primary licensee’s failure to comply with the direction; and copies of the accepted representations for the show cause notice.
