### sec.28 Immediate suspension
The Minister may suspend a primary licence immediately if the Minister believes—
a ground exists to suspend or cancel the primary licence; and
the circumstances are so extraordinary that it is imperative to suspend the licence immediately to ensure—
the public interest is not affected in an adverse and material way; or
the integrity of the conduct of lotteries stated in the licence is not jeopardised in a material way.
The suspension—
must be effected by written notice (a suspension notice ) given to the primary licensee with a show cause notice; and
operates immediately the suspension notice is given; and
continues to operate until the show cause notice is finally dealt with.
If the Minister gives a suspension notice to a primary licensee, the Minister must give a copy of the suspension notice to each other person with whom the primary licensee has a lottery operation agreement.
