### sec.43C Offer to recommend issue of deed of grant
The Minister may make an offer to the trustee of the operational deed of grant in trust to recommend to the Governor in Council the issue of a deed of grant over the land, or a part of the land, under section 43D .
However, the Minister may make the offer only if satisfied the deed of grant would be an appropriate tenure for the land or part.
Before accepting the offer, the trustee—
must give notice of the offer to each person with a registered interest in the land to which the offer relates; and
may give notice of the offer to any other person the trustee considers has an interest in the land to which the offer relates.
