### sec.17 When council is taken to be properly constituted
The council is taken to be properly constituted if the total number of members holding office under this division is—
if there is an official member under section 13 (c) —at least 9; or
otherwise—at least 8.
For subsection (1) , it does not matter whether the members are official, appointed, elected or additional members.

(sec.17-ssec.1) The council is taken to be properly constituted if the total number of members holding office under this division is— if there is an official member under section 13 (c) —at least 9; or otherwise—at least 8.
(sec.17-ssec.2) For subsection (1) , it does not matter whether the members are official, appointed, elected or additional members.
- (a) if there is an official member under section 13 (c) —at least 9; or
- (b) otherwise—at least 8.
