Western Australia act
This Act ratifies a legal agreement between the Western Australian Government and a mining company (originally Hope Downs Limited, now a joint venture) to develop iron ore deposits in the Pilbara region. The agreement grants the company rights to mine iron ore, build infrastructure (roads, railways, ports, power and water facilities), and export the ore. It sets out a framework for getting government approval for each stage of development, with detailed proposals required for mining, processing, transport, and environmental management. Royalties are payable to the State on iron ore sold, with rates depending on ore type and timing. The agreement has been amended three times. The first variation (2010) allowed the company to integrate its operations with other iron ore projects (e.g., those of Rio Tinto and BHP), blend ore from different sources, and build railways under a special licence. The second variation (2011) introduced requirements for a community development plan and a local industry participation plan, and changed some royalty rates. The third variation (2024) added the Rhodes Ridge iron ore agreement to the list of projects it can integrate with. In plain terms, this is a long-term contract between the State and a private company that sets the rules for mining iron ore, including what the company must pay, build, and do for the environment and local communities. It affects the company, its workers, nearby communities, and other miners who may use its infrastructure.
