### sec.406C Who is a principal contractor
A principal contractor is a person who—
carries on a business that includes arranging for goods to be transported by independent couriers; and
in carrying on the business, uses 2 or more independent couriers to transport the goods.

- (b) in carrying on the business, uses 2 or more independent couriers to transport the goods.
