40A When may someone complain about a service for
children and young people?
A person may complain to the commission about a service for
children and young people if—
(b) the provider of the service has acted inconsistently with any of
(i) the generally accepted standard of service delivery
(ii) the child safe standards prescribed under section 94V;
(iii) any other standard prescribed by regulation; or
