### sec.23 Meaning of certain expressions about government entities
A government entity is taken to be a government entity that is to become a GOC if it is a candidate GOC or a candidate GOC associate.
A government entity is taken to be a government entity that is to become a GOC subsidiary if it is a subsidiary or proposed subsidiary of a candidate GOC or a subsidiary of a candidate GOC associate.
