### sec.42 Relationships between regulations and declarations
If there is an inconsistency between a regulation and a declaration under subdivision 1 or 2 , the regulation prevails to the extent of the inconsistency.
If there is an inconsistency between a declaration under subdivision 3 and a regulation or a declaration under subdivision 1 or 2 , the declaration under subdivision 3 prevails to the extent of the inconsistency.
If there is an inconsistency between an urgent declaration and an authorising declaration, the urgent declaration prevails to the extent of the inconsistency.
If there is an inconsistency between 2 or more urgent declarations, the more recently made urgent declaration prevails to the extent of the inconsistency.
If there is an inconsistency between 2 or more authorising declarations, the more recently made authorising declaration prevails to the extent of the inconsistency.

(sec.42-ssec.1) If there is an inconsistency between a regulation and a declaration under subdivision 1 or 2 , the regulation prevails to the extent of the inconsistency.
