### sec.146Y Approval for creation of birth certificate for assumed identity
The chairperson may apply to the independent member for authority to create a birth certificate (a birth certificate approval ) for an assumed identity for an authorised person.
The application must be written and include enough information to enable the independent member to properly consider whether the birth certificate approval should be granted.
The independent member may grant the birth certificate approval only if satisfied granting the approval is justified having regard to the nature of the activities undertaken or to be undertaken by the authorised person under the authority for the assumed identity.
A birth certificate approval granted under this section must be written, signed by the independent member, and state that a named commission officer is authorised under this section to create a birth certificate for the purpose of concealing the identity of an authorised person.
