has failed to comply with the order; or
poses a serious and immediate risk of harm to someone else; or
poses an unacceptable risk of committing an offence.
The chief executive must notify the prisoner of the suspension or cancellation of the order before requiring the prisoner to return, unless the chief executive reasonably believes the prisoner poses a serious and immediate risk of harm to someone else.
