12 Correctional centres—minimum living conditions
(1) To protect the human rights of detainees at correctional centres, the
director-general must ensure, as far as practicable, that conditions at
correctional centres meet at least the following minimum standards:
(a) detainees must have access to sufficient food and drink to avoid
hunger and poor nourishment;
(b) detainees must have access to sufficient suitable clothing that
does not degrade or humiliate detainees;
(c) detainees must have access to suitable facilities for personal
hygiene;
(d) detainees must have suitable accommodation and bedding for
sleeping in reasonable privacy and comfort;

(e) detainees must have reasonable access to the open air and
exercise;
(f) detainees must have reasonable access to telephone, mail and
other facilities for communicating with people in the
community;
(g) detainees must have reasonable opportunities to receive visits
from family members, accredited people and others;
Note Family member and accredited person are defined in the
(h) detainees must have reasonable opportunities to communicate
with their lawyers;
(i) detainees must have reasonable access to news and education
services and facilities to maintain contact with society;
(j) detainees must have access to suitable health services and health
facilities;
(k) detainees must have reasonable opportunities for religious,
spiritual and cultural observances.

(2) Chapter 6 (Living conditions at correctional centres) applies in
relation to correctional centres.
