If the CEO decides to give an approval, the CEO must give the applicant notice of the decision.
The approval takes effect when the approved provider is given the notice or, if the notice states a later day of effect, on the later day.
If the CEO decides to refuse to give an approval, or to impose a condition on the approval, the CEO must give the applicant an information notice about the decision.
