### sec.31 Eligible child’s consent to change of name
The registrar must not approve an application to register the change of the name of an eligible child who is 12 years or more unless the registrar is satisfied that the child—
consents to the change of name; or
is unable to understand the meaning and implications of the change of name.
Subsection (1) does not apply if a Magistrates Court has approved the change of name.

(sec.31-ssec.2) Subsection (1) does not apply if a Magistrates Court has approved the change of name.

- (b) is unable to understand the meaning and implications of the change of name.
