### sec.23A Conferral of statutory power on another entity
If a provision of an Act, whether expressly or by implication, confers a power (the first power ) on an entity to authorise or require another entity to exercise a power (the second power ), then, if the first power is exercised, the provision is taken to confer the second power on the other entity.
In this section—
power includes doing an act or making a decision for the purpose of performing a function.
