### sec.23 Performance of statutory functions etc.
If an Act confers a function or power on a person or body, the function may be performed, or the power may be exercised, as occasion requires.
If an Act confers a function or power on a specified officer or the holder of a specified office, the function may be performed, or the power may be exercised, by the person for the time being occupying or acting in the office concerned.
If an Act confers a function or power on a body (whether or not incorporated), the performance of the function, or the exercise of the power, is not affected merely because of vacancies in the membership of the body.
