### sec.23 Performance of statutory functions etc. If an Act confers a function or power on a person or body, the function may be performed, or the power may be exercised, as occasion requires. If an Act confers a function or power on a specified officer or the holder of a specified office, the function may be performed, or the power may be exercised, by the person for the time being occupying or acting in the office concerned.
