### sec.29 Quorum and voting at meetings
At a meeting of the board—
4 directors (exclusive of the executive director) constitute a quorum; and
a question is to be decided by a majority of the votes of the directors present and voting; and
the director presiding has a deliberative vote and, if the votes are equal, also a casting vote.
